Found on post 1978 Puch mopeds. Your left (headlight and horn) switch screws into this and then this is strapped to your handlebar. Made out of glass-fiber reinforced ASA. Extremely strong and weather resistant.
The original metal clamp/strap will work with this, or buy a flexible strap to mount this here
Uses this screw for mounting the switch, and these for attaching the strap.
