Found on post 1978 Puch mopeds. Your right switch (killswitch) screws into this and then this is strapped to your handlebar. Made out of ASA. Strong and weather resistant.
The original metal clamp/strap will work with this, or buy a flexible strap to mount this here
Uses this screw for mounting the switch, and these for attaching the strap.
